Requisite human capacity is key to attaining sustainable economic growth and development, while weak capacity is a major constraint on the path to development. The weak capacity is, however, evident in the dearth of critical skills, both in the public and private sectors. For example, this dearth of critical skills in the public sector has morphed into weak institutions. It, therefore, remains one of the root causes of the economic crises facing most African nations.
Capacity building or development through training is, therefore, a very powerful lever for improving individual opportunities and institutional competitiveness of countries across the continents. In addition, in the face of a rapidly changing and globalizing world, the new global economic landscape is changing the structure of labour markets by increasing the level of competitiveness and thereby creating a need for improved labour productivity and a more flexible workforce.
Therefore, in the context of this rapid and fundamental change, upskilling and reskilling of the labour force have become the driving force for meeting the demand for highly skilled workers and technical manpower needed to manage the new social and economic challenges. Building skilled manpower and institutional capacity, therefore, remains one of the critical elements in transforming Africa as a region.
